According to Candidate Cody Hart and Skagit Peers, reports, four write-in candidates in Skagit County have qualified for the November 3, 2026 General Election ballot, the first time in remembered county and Washington State election history that four write-in candidates from a single county have advanced in the same election cycle. In the August 4, 2026 Primary Election, each of the four cleared the threshold set by Washington State law, and each will now have his or her name printed in the official voter pamphlet and on the General Election ballot.
The four candidates advancing to the General Election are Derrill Fussell, candidate for Skagit County Coroner; Cody Hart, candidate for Skagit County Sheriff; Timothy Garrison, candidate for Skagit County Treasurer; and Amanda Toscano, candidate for Skagit County Clerk. According to organizers, the four did not run as a party ticket but as neighbors who share a commitment to the limits and duties that the United States and Washington State constitutions place on public officials, and to service to the residents of the county.
Heading into the primary, six county public offices faced election day with only one name on the ballot or with the seat filled by appointment, a circumstance shaped by retirements, resignations, and sustained calls from residents for accountability in county government. In four of those offices, Sheriff, Coroner, Treasurer, and Clerk, voters were presented with a single name and no alternative.
County residents changed that outcome in all four races at once by turning out in support of the write-in candidates. The four will now be listed in the county’s official candidate catalog and will appear as printed choices on the General Election ballot.
Countywide, the four write-in candidates’ combined support approached seven percent of the total primary vote cast for their respective offices, many times the number of votes required to qualify. Organizers describe the result as a clear affirmation that voters wanted a choice in filling these offices.
“This is a win for everyone who believes in choosing our government leaders and everyone who wants meaningful change in our county government,” said Cody Hart, candidate for Skagit County Sheriff.
With the primary results certified, Fussell, Hart, Garrison, and Toscano will each appear on the November 3, 2026 General Election ballot. Voters will have the opportunity to elect a Sheriff, a Coroner, a Treasurer, and a Clerk from more than one option, a contested election in all four races for the first time this cycle.
General Election ballots are expected to be mailed to county voters in mid-October 2026. Because all four candidates have advanced to the general election, their names will be printed on the ballot, and voters who wish to support them do not need to write anything in. A voter simply fills in the oval next to the candidate’s name in each race, and a choice must be marked in each race for it to be counted.
“One name on a ballot is a coronation. Two names is an election. Skagit County voters didn’t wait to be offered a choice; they wrote one in,” said Derrill Fussell, candidate for Skagit County Coroner.
